Howard Howell is a public safety executive with more than 25 years of progressive leadership experience in law enforcement, emergency management, organizational security, and risk management. Throughout his career, he has led complex public safety operations, developed innovative security strategies, and built collaborative partnerships that strengthen organizational resilience, safeguard people and assets, and foster community trust. His expertise spans executive leadership, crisis management, behavioral threat assessment, emergency preparedness, and organizational resilience.
Since beginning his law enforcement career in 2000, Howard has served as a Police Officer, Deputy Sheriff, Police Lieutenant, and Police Captain. His diverse experience includes executive leadership, criminal investigations, homeland security, intelligence-led policing, community policing, school and campus safety, crisis response, leadership development, and comprehensive threat and vulnerability assessments. He has successfully partnered with educational institutions, government agencies, private organizations, and community stakeholders to design proactive security strategies that reduce risk, enhance preparedness, and improve operational effectiveness.
Howard is recognized for building high-performing teams through trust, accountability, and open communication. His leadership philosophy emphasizes balancing strategic vision with operational excellence while mentoring future leaders and fostering a culture of continuous improvement. He believes that the most effective security programs are built through collaboration, innovation, and a commitment to protecting both people and organizational missions.
A graduate of the prestigious Southern Police Institute's 88th Command Officers Development Course and the Florida Department of Law Enforcement Senior Leadership Program, Howard holds a Master of Science in Emergency Management Planning and Administration, a Bachelor of Science in Criminal Justice from Lynn University, and an Associate of Science in Criminal Justice from Palm Beach State College.
